How it works

Delaware's DMV changes the gender designation on a license or ID when you bring form MV2020, Request for Gender Change on Driver License/Identification Card. Section C must be completed by a medical or social service provider licensed anywhere in the United States (physician, therapist/counselor, or social worker) who states that your gender identity is male or female. You do not need to have had surgery, and no court order is required.

The DMV forms page also lists a separate "Request for Gender X" consent form. Official DMV procedures, national guides, and a 2026 bill all say X is not yet available, so call the DMV before relying on that form.

To change your name on the card, bring a certified copy of your court order. Update Social Security first.

Steps

  1. Have a licensed provider sign MV2020[2][1]

Download MV2020, fill in Sections A and B, and ask a licensed physician, therapist or counselor, or social worker to complete Section C. Any US state license works.

  2. Go to a DMV office[1][5]

MV2020 is not processed by mail or online. Bring the completed form, your current license or ID, and, if your name is also changing, a certified copy of the court order (update Social Security first). A DMV representative verifies the form and processes the change; you get a new photo card.

    Cost
$20 duplicate driver's license; $10 duplicate photo ID card; $10 change of name on a driver's license
  3. Name change only[6][5]

If you are changing only your name, update Social Security first, then bring the certified court order and your current card to a DMV office. A4TE advises doing this within 30 days of the order.

    Cost
$10 change of name on a driver's license

Costs and fee waivers

No fee waiver is available for this step.[5]

The DMV fee page lists no fee waiver for duplicate licenses or ID cards.

After you finishYour license is the ID most places check, so update it soon after Social Security.

Your license is the ID most places check, so update it soon after Social Security. The US passport and Social Security record currently cannot show a changed sex marker; your Delaware card is still valid for REAL ID purposes, flying, and voting.

Tips2 tips from people who have done this
  • You can change your gender marker without changing your name, and the reverse.
  • If staff ask for surgery proof or a court order, point to the DMV's own procedure, which says surgery is not required and that MV2020 Section C is enough.
