How it works

Minnesota Driver and Vehicle Services (DVS) uses a single application for licenses, permits, and ID cards (form PS33100). Its physical description section lets you check Male, Female, or Non-Binary; a non-binary selection prints as X. There is no separate gender form and no medical documentation requirement.

Changing your name is different: you must first update your name with the Social Security Administration, wait for SSA to process it, and then bring a certified copy of your court order to a DVS office. You can change your name and your sex marker in the same visit.

Steps

  1. If your name is changing, update Social Security first[3]

DVS will not change your name until your full legal name matches your Social Security record. Update SSA with a certified copy of your court order and wait until SSA confirms the change. Skip this step if you are only changing the sex marker.

  2. Fill out the application or pre-apply online[1][7]

Complete PS33100 (paper) or the online pre-application, and check Male, Female, or Non-Binary. No other gender documentation is needed.

  3. Visit a DVS office that does renewals[3][4][5]

Bring your current license or ID and, if your name is changing, a certified court order (or certified marriage certificate or divorce decree) that links your old and new names. A new photo is taken when your name changes. Pay the duplicate fee. For a REAL ID or Enhanced card, bring the extra identity and residency documents those cards require.

    Cost
$26 duplicate driver's license (all classes)
  4. Receive the new card by mail[1][5]

DVS mails the card to the address on your application; the post office will not forward it, so make sure the address is current. Fast-track service (extra fee, participating offices) processes most duplicates within three business days.

    Cost
    $20 fast-track (expedited) processing, optional

Costs and fee waivers

Can’t afford it? You may not have to pay.[5][6]

There is no fee waiver for driver's licenses. For ID cards, youth experiencing homelessness can get a free ID with documentation, and DVS has an eligibility verification form for a reduced-fee ID card.

After you finishYour Minnesota license or ID is the document most places check.

Your Minnesota license or ID is the document most places check. If you chose X, note that as of September 2026 the US passport and Social Security record cannot show X or a changed sex marker; a Minnesota X card is still valid ID. Also update your vehicle titles if your name changed.

Tips2 tips from people who have done this
  • You can change the sex marker without changing your name, and without changing your birth certificate first.
  • If staff ask for a doctor's note, ask for a supervisor and point to the Male/Female/Non-Binary checkboxes on form PS33100, which have no documentation requirement. The Volunteer Lawyers Network LGBTQ Clinic (612-752-6677) can advise.
