How it works

Since February 2020 the Motor Vehicle Commission (MVC) changes the gender on a license or ID based only on your signed Declaration of Gender Designation Change (form GENDER1), and since April 2021 it offers X ("unspecified") alongside M and F. X is available to anyone who prefers not to have a gender shown, not only nonbinary people. No medical documentation is required.

Changing your name on the card is a separate step that requires your certified court order (see the name change guide). You can do both in the same visit.

Steps

  1. Fill out and sign form GENDER1[1][5]

Print it from the MVC website or pick one up at an MVC agency. Check M, F, or X and sign. No doctor's signature or medical records.

  2. If you are also changing your name, bring your court order and 6 points of ID[6][7]

    Optional

Bring a certified copy (raised seal) of your Final Judgment with the Addendum, plus documents adding up to the MVC's 6 points of ID. Documents still showing your old name are accepted for the 6 points. By the name change kit's instructions, you must do this within two weeks after the effective date in your judgment.

  3. Walk in to any MVC Licensing Center[2][5][3]

This is a walk-in transaction; no appointment is needed. Hand in the form, surrender your current card, and pay $11 for the duplicate. It must be done in person because staff verify your documents and collect your old card.

You must hold or be applying for a New Jersey driver's license or non-driver ID card.[1][2]
How long it takes

One walk-in visit. Licenses are centrally issued, so the permanent card arrives by mail.

Your license is the ID most places check first. If you chose X, the US passport and Social Security record currently cannot show X or a changed sex marker; your New Jersey card is still valid ID, including for REAL ID and TSA.

Tips2 tips from people who have done this
  • You do not need a court order, an amended birth certificate, or a name change to change your gender marker.
  • If staff ask for medical proof, point to the form itself; it states that the self-attestation is all that is required. The NJ Division on Civil Rights takes discrimination complaints.
