How it works
PennDOT lets you choose Male (M), Female (F), or Non-Binary/Other (X) by self-certification. On form DL-32 you certify that the marker "accurately reflects my gender identity and is not for any fraudulent or other unlawful purpose." No provider has to sign. X is accepted on REAL ID cards.
The change must be done in person at a PennDOT Driver License Center. For a standard (non-REAL ID, non-commercial) card, there is no fee for the change itself, but you pay the duplicate fee if you want a new card showing it. For REAL ID and commercial licenses, a gender change is a "material change" and you must buy a duplicate.
To change your name, bring a certified copy of your court order plus the change/correction form (DL-80 for a license, DL-54B for an ID). You can do both changes in one visit.
Steps
Download DL-32, choose M, F, or X, and sign it. No doctor, therapist, or social worker signs.

- DL-32
If you are changing your name, bring the court order and DL-80 or DL-54B[4]
Bring the original certified copy of your name change decree (photocopies are not accepted) and the change/correction form for your card type. Update Social Security first; PennDOT checks your Social Security record.
Gender changes must be done in person. Driver License Centers take debit or credit cards, checks, or money orders, but not cash. You may be given a camera card to have a new photo taken.
Costs and fee waivers
No fee waiver is available for this step.[3][1]
PennDOT does not publish a fee waiver for duplicate cards. Choosing the free gender update (standard card only) avoids the fee.

Tips2 tips from people who have done this
- If your license expires within six months, renew at the same time using DL-143 (license) or DL-54B (ID) attached to your DL-32.
- An X marker on your license does not carry over to your passport; the State Department currently issues passports only with the sex assigned at birth.
