How it works
Licenses and ID cards are issued by the Bureau of Motor Vehicles (BMV) in St. Thomas, St. Croix, and St. John. Appointments are required for driver's licenses and ID cards.
Name: Virgin Islands law requires you to notify the BMV within 10 days of a name change. Bring the Change of Name/Address Notice and the court documents showing your legal name change.
Sex marker: the BMV's forms offer Male and Female, and there is no published procedure. The only guidance is a BMV representative's statement to Advocates for Trans Equality that a court order reflecting a change of gender would be accepted. The Superior Court has no known procedure for issuing one, so talk to Legal Services of the Virgin Islands or a lawyer first.
Steps
Make an appointment[4]
Book an appointment online at bmv.vi.gov for the St. Thomas, St. Croix, or St. John office. Appointments are required for licenses and ID cards.
Bring the completed Change of Name/Address Notice, your certified court documents showing the legal name change, your current card, and REAL ID documents (proof of lawful status, Social Security number, and two proofs of address).
For a sex marker change, get legal advice first[5]
The only reported route is a court order reflecting the change of gender. Ask Legal Services of the Virgin Islands whether a petition is possible, then ask the BMV in writing what it will accept.
