How it works
Under C.R.S. § 42-2-107(2)(a)(II) (and the matching sections for ID cards), the Division of Motor Vehicles must issue a new card with a different sex designation when you give it either a new Colorado birth certificate or a signed statement, under penalty of law, that the sex on your card does not match your gender identity. That statement is form DR 2083. You can choose male (M), female (F), or X, which has been available since November 2018. The DMV "does not require residents to undergo any specific surgery, treatment, clinical care or behavioral healthcare."
How many times: until September 30, 2026 the law allows one self-attested change; after that a court order is needed. Starting October 1, 2026, HB25-1312 (the Kelly Loving Act) raises the limit to three changes.
Changing your name on the card requires a court decree (or other legal name change document) and your Social Security record must already show the new name.
Steps
If you are also changing your name, update Social Security first[1]
OptionalThe DMV checks your name against the Social Security database. Update your name with SSA, then wait at least 24 hours before going to the DMV.
Print the form at home or ask for one at the office. Mark M, F, or X and sign. Adults do not need any other documentation. (Alternatively, you can bring a new Colorado birth certificate instead of DR 2083.)

- DR 2083
Make an appointment on the DMV website if you can. Bring DR 2083, your current card, a certified copy of your name change decree if your name is changing, and any documents needed for the card you are getting (for example, REAL ID documents). Staff take a new photo and you pay the fee. Online and mail renewals cannot be used to change the sex designation.
Receive the new card by mail[1]
You leave with a temporary paper document; the permanent card is mailed to you.
Costs and fee waivers
No fee waiver is available for this step.[3]
There is no general fee waiver, but ID cards are free for people 60 and older. The Colorado Name Change Project and Trans Lifeline offer microgrants for document costs when funds are available.
| What | Cost | Notes |
|---|---|---|
| Duplicate driver's license (new card without renewing)[3][1] | $12.30 | $16.40 for a subsequent duplicate. There is no extra charge for changing the sex identifier itself. Fees as listed in May 2026; the DMV adjusted fees on July 1, 2026, so confirm before you go. |
| Driver's license renewal (if you change your marker when renewing)[3] | $32 | Standard (non-REAL ID) driver's license under the Road and Community Safety Act is $34. |
| Identification card[3] | $13 | Free if you are 60 or older. Standard (non-REAL ID) ID card is $13.30. |

DR 2083Change of Sex DesignationRequired
How to fill it out
- Print your name, current license or ID number (if you have one), date, and address. If you are changing your name at the same visit, write your previous name and bring your court decree.
- Mark Male, Female, or X.
- Check the first statement ("I, the above named person, confirm under penalty of law...") and sign. Nothing else is needed for adults.
- For a minor, the parent or guardian checks the second or third statement, signs the Health Care Provider Authorization, and a licensed medical or mental health provider completes and signs the Health Care Provider Statement.
RequirementsWhere you live, age, timeline
- Where you live
- You must be applying for or renewing a Colorado driver's license, ID card, or identification document.[2][4][5][3]
- Age
- Adults 18 and older sign DR 2083 themselves. For anyone under 18, a parent, guardian, or legal representative signs, a licensed medical or mental health provider completes the Health Care Provider Statement on page 4, and the minor must be present with proof of parentage or guardianship.
- Other
- Colorado also issues cards under the Colorado Road and Community Safety Act (standard, non-REAL ID) to people regardless of immigration status; the same sex designation rules apply to those identification documents.
- How long it takes
One office visit; the card arrives by mail afterwards.
After you finishYour license is the ID most agencies check first.
Your license is the ID most agencies check first. If you chose X, be aware that the US passport and Social Security record currently cannot show X or a changed sex marker; your Colorado card is still valid ID, including for REAL ID and for voting. If you were born in Colorado you can also update your birth certificate by affidavit (see the birth certificate guide); a new Colorado birth certificate can be used at the DMV instead of DR 2083.
Tips3 tips from people who have done this
- You do not need to change your name to change your marker, or the other way around.
- If you already used your one self-attested change before October 1, 2026, HB25-1312 raises the limit to three changes from that date; ask the DMV how prior changes are counted.
- If staff ask for medical documentation from an adult, ask for a supervisor and point to C.R.S. § 42-2-107(2)(a)(II) and form DR 2083.
