How it works

Guam driver's licenses and Guam ID cards are issued by the Department of Revenue and Taxation (DRT), Motor Vehicle Division, Driver's License Examination Branch in Barrigada. Everything is done in person, and you must be present.

Name: check "Name Change" on the application and bring a certified court order, marriage record, or divorce decree. The name must match across all your documents, so update Social Security first.

Sex marker: the application offers Female or Male only, and DRT publishes no procedure for changing it. Advocates were told the office wants a sworn statement from a physician that your sex "has been changed." Ask the branch exactly what it will accept, and get the answer in writing if you can.

Steps

  1. Update Social Security first[1]

DRT requires the name to match on all your documents. Update your name with Social Security after your court order (see the federal Social Security guide).

  2. Call ahead about the sex marker[3]

If you want to change the sex marker, call the Driver's License Examination Branch at 671-635-7667 or email driverslicense@revtax.guam.gov. Ask what documentation it accepts. There is no written policy.

  3. Make an appointment and fill out the application[3][4]

Schedule a Driver's License or Guam ID appointment online through DRT's Real ID portal (linked from guamtax.com) and fill out the application.

  4. Go in person[1]

Go to the branch at 1240 Army Drive, Barrigada. Bring your current card, the application, the certified court order, and REAL ID documents if you want a REAL ID. Pay the fee.

Keep your court order with you for a while. Some offices compare the name on your license with other records. For your passport, see the federal passport guide.

Tips1 tip from people who have done this
  • If you were born in Guam, the birth certificate route requires a surgeon's sworn statement. If you have one, bring it and your amended birth certificate to DRT too.
