How it works

Since July 1, 2020 (HB 1165, 2019), Hawaii issues driver's licenses and state IDs with the gender you state on the application: male, female, or not specified (X). You do not need medical records, a provider letter, or an updated birth certificate.

Driver's licenses and state IDs are issued by each county. On Oahu that is the City and County of Honolulu Department of Customer Services (DCS) driver licensing centers and some satellite city halls; on other islands, use your county's office. Changes to the name or gender on a card require an AlohaQ appointment in person; online and mail duplicates only reprint an exact copy of your current card.

Steps

  1. If you changed your name, update Social Security first[3]

    Optional

Bring your recorded name change Order to Social Security before going to the DMV so the names match. Skip this step if you are only changing the gender marker.

  2. Book an AlohaQ appointment[3][4]

Book at alohaq.honolulu.gov for a driver licensing center (satellite city halls at Downtown, Hawaii Kai, Pearlridge, and Windward City handle duplicates). Outside Oahu, contact your county's licensing office.

  3. Fill out the application and bring your documents[3][1][5]

Complete the application, choosing Male, Female, or Not Specified. Bring your current card. For a name change, bring the original or certified recorded name change Order. If you want a REAL ID (star) card and have not given DCS your documents before, bring proof of identity and two proofs of Hawaii address. You will do an eye test, fingerprinting, and a new photo.

    Cost
$6 duplicate driver's license (Honolulu); $6 duplicate state ID card (Honolulu)
  4. Get your temporary license, then the card by mail[4]

DCS says a temporary license is issued in about 3 to 5 business days and the plastic card arrives by mail in about 4 to 5 weeks.

    Time
4 to 5 weeks for the card

Your Hawaii license can show X, but federal documents currently cannot: the passport and Social Security sex fields are frozen nationwide. Carry your license as usual; a mismatch with federal records is not illegal.

Tips2 tips from people who have done this
  • The form says "Not Specified"; that is Hawaii's X option.
  • Questions can go to Honolulu DCS at dl@honolulu.gov.
