Since March 2025, Wyoming law requires state vital statistics to record people as male or female by sex at birth, so a Wyoming birth certificate's sex marker is effectively no longer changeable. You can still update the name on it with a certified court order and $55.

How it works
Sex marker: HB 32 (the "What is a Woman Act," W.S. 8-1-110), in force since March 14, 2025, says that in every Wyoming law and rule "sex" means biological sex at birth, and that any state agency collecting vital statistics must identify people as male or female consistent with sex at birth. Wyoming Vital Records Services has not published a trans-specific policy, but its pages no longer describe any gender-change process, and the Movement Advancement Project classifies Wyoming as having a law against birth certificate marker changes. Before 2025 a change required a court order and proof of surgery. If you want to try, call Vital Records at 307-777-7591 before spending money on a court case.
Name: this still works. Send a certified copy of your Wyoming name change order with the correction form. Depending on what you chose in your petition, the certificate is either amended (both names shown) or reissued (old name removed).
Only people born in Wyoming can use this process. If you were born elsewhere, your birth state's rules apply.
Steps
Under W.S. 8-1-110 (2025 HB 32), Wyoming records sex as sex at birth. Vital Records has no published process for gender-marker changes. If you have a court order about your sex from before March 2025 or from another court, call Vital Records (307-777-7591) and ask in advance whether they will accept it; expect a refusal.

See the name change guide. In Section 9 of the petition you chose whether a future birth certificate is amended (both names) or reissued (old name removed); the order says what the judge allowed.
Fill out the correction form[6]
Use the 2026 Form to Correct a Wyoming Vital Record. Attach a copy of your photo ID and the certified court order.
Mail to Vital Records Services, 2300 Capitol Avenue, Hathaway Building, Cheyenne, WY 82002. Amendments must be done by mail; forms and payments cannot be sent electronically. Include $55 (court-ordered amendment with one new certified copy) plus $25 for each extra copy. Questions: 307-777-7591.
Costs and fee waivers
No fee waiver is available for this step.[6]
Vital Records does not publish a fee waiver. Funds such as Genderbands sometimes help with document fees.

RequirementsWhere you live, age, timeline
- Where you live
- You must have been born in Wyoming. Where you live now does not matter for the birth certificate itself.[6][3]
- Age
- The named person if 18 or older; a parent named on the record or a legal guardian (with the guardianship order) for someone under 18.
- How long it takes
Vital Records does not publish a processing time for amendments; ask when you call.
After you finishA Wyoming birth certificate with your new name helps with a passport and other agencies.
A Wyoming birth certificate with your new name helps with a passport and other agencies. It will still show the sex recorded at birth. As of September 2026, Social Security and the US passport also do not update sex markers, so you cannot currently get a matching sex marker on federal documents either. If you were born in another state, check that state's birth certificate rules; some still allow marker changes for people who live elsewhere.
Tips2 tips from people who have done this
- Order extra certified copies in the same request so you do not have to apply and pay again later.
- If Vital Records refuses a request, ask for the refusal in writing and share it with the ACLU of Wyoming.
